I know it as "when in danger, when in doubt" (and Google seems to prefer "when in danger or in doubt"), but the idea's the same.

I think the version in the journal entry is by John Cowan (http://home.ccil.org/~cowan/); I certainly nicked it from an email signature of his. I also rather like it.
