Date: Wednesday, 23 June 2004 07:46 (UTC)One opinion I saw is that penalties for tax evasion are higher than for possession of drugs (especially "soft" drugs in small quantities), so by instituting a tax they get not only higher revenues but can "nail" people more effectively if they catch them.
And I'm not sure they can seize the non-drug property of a drug dealer just for dealing drugs, or place a lien against real estate, preventing them from selling it.
