Is that the number of invites people have GIVEN to them, or number of invites they have given to people?

I believe it's the number of invitations available at any given point in time.

So, from October to mid-December, any invitations they had were quickly snapped up, whereas in January they had more to give out... and in February, supply far outstripped demand and they had lots of invitations on hand at all times.
