Ok...I'm obviously missing something here. Since the statement is incorrect, and the word "plankton" is spelled incorrectly, I'm assuming this is a pun related to some person named Planck?

Yes, correct -- specifically, I believe, Max Planck (http://en.wikipedia.org/wiki/Max_Planck), and the units named after him (http://en.wikipedia.org/wiki/Planck_units), some of which are extremely small.
