I just read in the local public transport association's email newsletter that all public transport (within that association, i.e., HVV) will be free of charge on Sunday, the 20th of January, and on three other Sundays in 2008.
This is supposed to encourage the people in Hamburg and the surrounding areas to leave their car at home and travel by public transport, which is better for the climate. This action is "one of many measures that are part of the climate protection plan drawn up by the Senate [of Hamburg]".

It probably aims to introduce public transit to those who usually wouldn't take it, so they can form the idea "oh, this isn't so bad after all." I know at least in the US there's a stigma against public transit as more or less "the dirty busses the poor people use."
