Yes. So we have a new President now only because the previous one, Gordon B. Hinckley, died recently, after being President for about 13 years.
IOW, is it sort of like being elected Pope?
Yes. Also in that the new President is chosen by the remaining Apostles from among their number (much as, I understand, the Cardinals choose one of their number to become the next Pope).
In practice, though, the new President is always the longest-serving Apostle, so President Monson's calling was not a surprise, and I imagine it did not take long for the 14(*) Apostles to reach consensus. (His choice of counselors was free, though.)
(*) 12 in the Quorum of the Twelve Apostles plus the two who had served as counselors to President Hinckley.

According to this Wikipedia article (http://en.wikipedia.org/wiki/List_of_Members_of_the_Quorum_of_the_Twelve_Apostles_(LDS_Church)), only ten LDS Apostles were born outside the United States. It was already a big deal when he was called to be an Apostle; that he's now in the First Presidency, even more so.
